docs: update linting guide for TypeScript + React

Description

Updated the contributor guidelines to reflect the actual linting workflow for TypeScript + React instead of the obsolete Python tools.
This includes instructions for eslint, prettier, tsc, and example npm commands for checking, fixing, and formatting code.
