This functionality will disable any database management when
RI_DATABASE_MANAGEMENTenvironment variable explicitly set to'false'. By default database management is allowedThis PR cover API part only. There is new feature flag to be returned to UI (to hide relative buttons) and new Guard to forbid access to relative endpoints
