Missing setting `_in_sync` offset in some of the STMs made it to trigger an assertion as the `_next` offset was updated but not the `_in_sync` offset. Fixes: redpanda-data#9459 Signed-off-by: Michal Maslanka <michal@redpanda.com> (cherry picked from commit fed7b1c)
