what he did is surely to customize his server
https://github.com/rejetto/hfs/wiki/Customization

but one can package such customizations in a plugin, if he wants to, and publish it autonomously.
Themes are currently just a specific kind of plugin in HFS.
Very little has been published up to now, but can see on admin-panel > plugins > search
