A settle meter draws an /interlock:settle --review pass live. The hooks module registers a pane, interlock-settle, opened with /interlock-settle, and writes the module's one status line as interlock settle <change> #<n>: <group> · <figure>. It groups the pass by the skill's own sections (review, each fix round, ready, conformance, verify, checks, merge confidence, publish, drift), repeats the CLI's words from the keyed lines at every pipe stage, and attributes each spawn from its prompt against four pinned sources: the fixer's and the conformance worker's first line, else the first whole line that is a dimension heading or a skeptic sentence. Each agent row shows the requested, resolved and served model and the step effort as separately labelled figures, beside the routed figure from interlock routing; none is compared with another. It draws an exit code only on the stage that set it, reads only the main session's lines, ends at the interlock drift --changed line, draws nothing without --review or outside an interactive session, decides nothing, and says neither complete nor quiet. lib/settle-meter.mjs, its spine and mod tests, and a mirror of the captured fixtures pin it.
