js_int.ml not found in win_build.bat

Might be some stale file generation. This _seems_ to cause the following on windows:

```
The value toStringWithRadix can't be found in Js.Int
```

Not sure if I diagnosed this right.

bs-platform 2.1.0. Freshly installed.
