Previously, we treat different
devgroups in different set, so that they can reuse some names.The downside is that they can not refer to each other, we got lots of complaints over this.
However, the original implementation is quite complex and gave very little benefit (may also provide some dis-advantage), so that we decide flatten dev groups to make things simple
