Fixed

Preserve emoji and other supplementary Unicode characters when decoding NDEF text and URI records; reject decoded values above the Unicode maximum. Fixes #851 via #852.
Keep the repository Babel configuration out of the published package so consumer Babel setups do not inherit it. Integrates #835.
Exclude local Android build outputs and machine-specific configuration from published packages.

Maintenance

Update locked brace-expansion, socks/ip-address, js-yaml and @xmldom/xmldom development dependencies. Integrates #850, #844, #841 and #837.
