• _ensure_promoted_values_markers and AgentsMdAdapter._load_marked_lines now recognize hand-annotated PROMOTED_VALUES markers such as <!-- BEGIN:PROMOTED_VALUES (agentic-memory managed — do not edit manually) -->. Previously the substring/equality check only matched the bare canonical form, causing init_memory_dir to silently append a duplicate bare-form marker block to AGENTS.md and leaving the adapter operating on the wrong block.

• _ensure_promoted_values_markers now raises ValueError when AGENTS.md is in a half-open marker state (exactly one of BEGIN/END present) instead of appending a fresh bare-form block on top of the malformed file. This matches the existing strict behavior of _load_marked_lines and surfaces user errors instead of compounding them.
• Marker detection regex now relies on re.fullmatch instead of re.match with explicit ^/$ anchors, and _ensure_promoted_values_markers performs the existence check in a single pass over the file.
