raft devtypes; new apps select device types with DeviceTypeSources.json

• raft devtypes (raft dt): list, init, add/remove, new, check and update a project's DeviceTypeSources.json. It also builds device type files against the last build's compiled records and pushes them to a device over HTTP (check, then apply).
• raft new writes systypes/Common/DeviceTypeSources.json selecting all of RaftCore's records (raftcore:*) in place of DEV_TYPE_JSON_FILES in features.cmake. It writes nothing if RaftCore device types aren't wanted.
• Plan document: native transports (RICREST over serial, WebSocket and BLE).

Needs RaftCore 1.59.0 on main: new apps use RaftCore@main.

Testing: cargo test, including new scaffold tests. A new app built with all 59 RaftCore records against RaftCore feature/device-type-records.
