Read velocity and effort limits from URDF files

In #955 we discovered that iDynTree-produced URDF files was not conforming to the URDF specification as they missed velocity and effort limits. The issue was worked around in #957 by adding huge velocity and effort limits, but this issue tracks properly handling this values in iDynTree::Model and handling them when reading and writing URDF files.
