Deprecate eddelbuettel/docker-ubuntu-r repos? #3

How do we want to go about this? Currently I've copied the dockerfiles over from those repos to their respective locations in r-base and and r-devel in this repo. (Not sure if r-devel should be one the sann flavor or just the plain r-devel flavor, but you can pick there).

The rstudio base images still declare the docker-ubuntu-r/docker-debian-r in their FROM line, but I assume we eventually want them to use the images from the rocker repo and deprecate the other repos?

Yes, that is clearly a TODO item.
