Release roslint to Noetic?

Would you be willing to release roslint into Noetic? It looks like all of its dependencies have been released, and recursively 169 repos depend on it.

I'm not sure how much work it needs; it at least needs #77. I don't see any Python 3 syntax errors with python3 -m flake8 --select E999.

As of #74, it's fine for Python 3 stuff, however I noticed in testing some kind of issue with the test_wrapper script. I hope to have this resolved in the next day, so the release should come at that point.
