Fix CVE-2023-45853 - update zlib to use version 1.3.1

zlib has released version 1.3.1 which contains a fix for CVE-2023-45853. Refer madler/zlib#868. Pls update rubyzip gem to use zlib 1.3.1

We currently use rubyzip version 2.3.2 which is installed as a dependency of roo gem
