These are hardcoded to `/` for local filesystem and in-memory storage for now, since that is all we currently need.
These are similar to the ones in the `Uploader` system and will replace them in the next commits.

This PR moves the remaining
crate_location()andreadme_location()functions from theUploadersenum to theStoragestruct, and then deletes theUploadersenum and any remaining obsolete code related to it.
