Implement unwind safety for Condvar on all platforms #121768

Closes #118009

This commit adds unwind safety consistency to Condvar. Previously, only select platforms implemented unwind safety through auto traits. Known by this committer: On Linux, Condvar implemented UnwindSafe but on Mac and Windows, it did not. This change changes the implementation from auto to explicit.

In #118009, it was suggested that the platform differences were a bug and that a simple PR could address this. In trying to determine the best information to put in the #[stable] attribute, it was suggested I copy the stability information from the previous unwind safety implementations.

@ecton There's no way to gate an implementation of a trait, only a type's stability and a trait's stability. Thus an impl of a stable trait for a stable type is "instantly stable" (modulo the train, etc.). Formally, this would usually require an FCP to resolve, however I think we may be justified in expediting this process a little, given the circumstances...

Yeah this is just a bugfix, since these implementations already exist as stable on Linux. The stable documentaiton lists these unconditionally, since it is generated on Linux. We tend to not pay much attention to (Ref)UnwindSafe, and also not always pay enough attention to non-Linux platforms, so that's how these bugs happen.
