@nagisa totally agreed. I'm not really a fan, but currently building LLVM requires this (or something like it) on macOS |

Yes we unfortunately can't blanket do this as the bots require this to build compatible binaries for OSX. (those that run on 10.7). We'll need to figure out a more nuanced solution here most likely. |

Bumps the minimum OS X version, which allows us to satisfy the new minimum requirements for using the Xcode 8 build chain.
