In current code, both
lapack::fortranandlapack::care used. I will unify intolapack::cwithMatrix::layout()function. I also will add check of strides as commented on ea0ebc3lapack::fortrantolapack::cThis PR assumes #16 (i.e. ndarray v0.7)
