In the initial changelog layout I didn't think about the fact that the
three published packages are versioned independently (and we don't
necessarily release updates to all three at the same time), so it makes
sense to split them out into separate sections.

Alternatively we could have three separate files, e.g. CHANGELOG-uefi.md, CHANGELOG-uefi-macros.md,
CHANGELOG-uefi-services.md. Not sure which is clearer, I'm probably just bikeshedding myself :)

I'd say it's alright to stick to a single file for all packages. It's only the main crate which sees the most of changes, the others will probably have very small changelogs 😅
