Release version 0.46.0

Added: omni-dev coverage merge for sharded runs, sessions delivery counters,
and Codex turn state read from the rollout tail.
Fixed: shallow-clone and linked-worktree ahead/behind handling, the daemon's
GitHub counters no longer rescan the whole request log, worktree TTLs measured
in awake time, and several worktrees ui ahead/behind fixes.
CI/CD: aarch64-linux release binary, independent extension registry publishing,
and a changelog released-section check.
