The LM API /instances/{id}/data endpoint returns values as a list of
rows (one per timestamp) with columns matching the dataPoints array.
The anomaly detection and baseline tools were treating values as a
dict keyed by datapoint name, causing 'list has no attribute get'.

Transpose the row-major values into per-datapoint columns. Also handle
"No Data" string sentinels and millisecond timestamps from the API.
