The release workflow had two issues preventing deployment:
- GHA cache export requires the docker-container buildx driver, not the
  default docker driver that newer runners select when containerd image
  store is enabled.
- server.json was still pinned to 2.1.1 while the rest of the project
  moved to 2.2.0.
