Is there an existing issue for this?

  • I have searched the existing issues for a bug report that matches the one I want to file, without success.

Problem Description

with #35344 done, it's good to have spkg-configure for it, so that distros with bliss 0.77 can use it.

Proposed Solution

write it (@dimpase will do it)

Provide spkg-config for bliss, with minimal version 0.77.

Depends on sagemath#35344, where Sage's bliss is bumped to 0.77
with the necessary API changes.
