- Pin alchemy 2.0.0-beta.84 as the exact peer and dev dependency.
- Raise the effect and @effect/platform-node peer ranges to ^4.0.5, the
  ranges that alchemy 2.0.0-beta.84 requires; dev effect, platform-node,
  and vitest go to 4.0.5.
- Import Cloudflare from @alchemy.run/cloudflare in examples/app and the
  README, and add it as a dev dependency so that the example typechecks.
- Exclude the exact beta.84 and @distilled.cloud rc.17 versions from
  minimumReleaseAge.
- Version 0.11.0 with its CHANGELOG entry. No store or wire change.
