* Release 0.9.0 with scoped live state subscriptions

* Serve only 0.9.0 writers and readers

The store no longer clears currentRun on a write without a run, and the
reader no longer falls back to the run record in the output. The
deployed commit is read from the output's samebase.run through the
runRecord validator instead of a hand-written field check.

* Fail the run on a store of another version

A newer store no longer serves an older package: the store and its
readers are released and upgraded together, and a mismatch in either
direction fails the run with both versions. An older store is still
pushed over in place. AGENTS.md replaces the add-only wire contract
with that rule.
