This hotfix fixes youtube chat not working correctly in votes mode

1.0 - voting system

Wow a first full release! It totally wasn't sitting on my usb stick for the last two weeks totally untouched because i was too lazy to draft a release!

• Voting System!!!!
  • Now instead of absolute chaos only the most popular chat input will execute!
  • It is enabled by default, but you can still go to the old system by doing /chatplays set votesmode 0
  • You can do /chatplays set votingtime to set amount of ticks voting lasts

• Mod now works only on 1.21.5
• Added basic config system
  • For now you can change the config option using the new /chatplays set command

• Commands no longer work when they shouldnt

• 'Use' hud element now lights up for short moment after using 'place' command
• During the chat control:
  • Pause on lost focus is disabled
  • Inactivity fps limiting is cancelled
  • Autojump is turned on
  • Slots have their indexes written on them
• You can no longer toggle the enabled variable when chat is not connected
