What is the current behavior?
CI for building documentation is current failing because of issues with dependencies in jupyter-book, see https://github.com/scientificcomputing/scientificcomputing.github.io/actions/runs/3901966391/jobs/6664453546

The issue seems to be resolved on the master branch so in this PR we simply update
requirements.txtto install jupyter-book directly from the master branch util they have released new wheel.Other information
