Add safe mode to the list of reasons attack, rangedAttack, rangedMassAttack, dismantle, heal, rangedHeal, attackController and withdraw might return ERR_NOT_OWNER.

Safe mode will result in ERR_NO_BODYPART rather than ERR_NOT_OWNER, see here.
