TagsBundle v4.0.20: the tag view and router take the id as an integer

Release line for Exponential Platform Nexus 1.1 (Platform 3.3). Based on Netgen Tags Bundle 4.0.19.

Fixed

• The tag view loads the tag of /tags/id/{tagId}. Route parameters are always strings, and the view
  builder handed the ID to TagsService::loadTag(int) unchanged. With strict types that is a TypeError, so
  the URL answered 500. It is the URL the Netgen Admin UI (ngadminui) and the legacy tag links open. The view
  builder and the router's URL generation now cast the ID to an integer. The route already accepts digits only.

Changed

• The package is named se7enxweb/tagsbundle and replaces netgen/tagsbundle (self.version). Netgen
  Layouts' tags query and the site bundles ask for netgen/tagsbundle, and this package satisfies them.
  Composer never installs both. To switch, a project requires se7enxweb/tagsbundle: ~4.0.20.
• PHP requirement ^7.4 || ^8.0 again. 4.0.19 had raised it to ^7.4 || ^8.1 along with its dependency bumps,
  but its code runs on PHP 8.0.
