issue with always-decrease-rw-together option #55
Description
if always-decrease-rw-together option value is true,
dynamic-dynamodb does not scale down read or write throughput if one of write or read throughput is already reach at it's minimum value
This line appear in log,
Will not decrease reads nor writes, waiting for both to become low before decrease.
