Fixes

• Refresh Ubuntu package indexes before installing CI and release prerequisites, and install kernel modules noninteractively.

Validation

• Native and TypeScript builds, lint, and all 40 tests passed locally on Linux ARM64 with privileged SocketCAN tests enabled.
• The security-update PR passed the Node 22.22.2, 24.15.0, and 26.x build/test matrix on Ubuntu x64 and ARM64, plus CodeQL.
