Jekyll "draft" frontmatter not respected anymore?

Jekyll has a standard draft: true frontmatter flag that disables rendering of specific pages. Looks like we're ignoring it right now based on what I'm seeing in #317

I removed the three draft: true files from #317 so you probably won't be able to see them.

Expected behavior: files with draft: true in the frontmatter aren't rendered (at least not in production)
Current behavior: All files, including those with draft: true create html pages which are visible on the staging site.

Jekyll does not have a draft frontmatter flag. Drafts have to sit in the _draft folder. Description from Jekyll documentation (https://jekyllrb.com/docs/posts/)

Drafts are posts without a date in the filename. They’re posts you’re still working on and don’t want to publish yet. To get up and running with drafts, create a _drafts folder in your site’s root and create your first draft:

To preview your site with drafts, run jekyll serve or jekyll build with the --drafts switch. Each will be assigned the value modification time of the draft file for its date, and thus you will see currently edited drafts as the latest posts.

Be sure to move drafts and posts into custom collections directory
If you specify a directory to store all your collections in the same place with collections_dir: my_collections, then you will need to move your _drafts and _posts directory to my_collections/_drafts and my_collections/_posts. Note that, the name of your collections directory cannot start with an underscore (_).
