update footer template, and make it a variable.

Note: Current variable will take the time of the last site update, not absolute current_date, which appears to be broken.

I think I'd done this with pure JS last time in the frontend to spare the Ruby overhead. Is there any reason we can't just use {{ date: "%Y" }}?
