First release of cridecoder, a pure Rust library with Python bindings for reading CRI Middleware formats: ACB/AWB audio containers, HCA audio and USM video containers.

• Extract the audio tracks of ACB containers, both embedded and from external AWB archives (extract_acb, extract_acb_from_file). (7796b8f)
• Decode HCA audio to f32 or i16 PCM samples or to WAV files (HcaDecoder), and test decryption keys for encrypted HCA files. (7796b8f)
