New console scripts interface, translations, fixes, and more

  • Add "sbase" as a shorter "seleniumbase" for console scripts
  • Update SeleniumBase translations
  • Fix issues with setting the time-limit in tests
  • Update file-handling for tests that use local files
  • Update URL detection mechanisms
  • Update the setuptools-scm dependency
  • Update examples
