fix(startup): bootstrap full nftables setup when table is absent

When the APIBANLOCAL table is absent (fresh instance or after deletion),
NftGetInputChains returns an empty slice causing a panic on inputChains[0].

nftBootstrapTable() creates the complete setup in one pass:
- inet table and INPUT chain
- IPv4 and IPv6 sets with flags timeout + timeout <ttl>
- DROP rules for both sets

TTL is controlled by --ttl/-t flag (default: 1d).
NftAddSet returns early after bootstrap since everything is already in place.
