Aurora's admin panel is built while the app's providers boot, before
the app's own boot() runs, and keeps the resources, pages, navigation
groups and menu panels it was given then. Registered in boot(), a
website's screens never showed. The skills, AdminPanel and Menus now
say to call AdminPanel::*() and Menus::panels() in a service provider's
register(), and which hooks are fine in boot().
