A public ticket can name its own dedupe key

Ops#create_public_bug and Ops#create_public_feature_request accept a dedup_key. A repeat carrying the same key re-triggers the open ticket holding it — fields refreshed from the new payload, a "re-triggered" comment appended, updated: true alongside deduped — instead of filing a near-duplicate or being swallowed as a no-op. Triage state a human owns is untouched, and a resolved ticket no longer holds the key.

Additive: omit dedup_key and behaviour is unchanged.
