TopMark 2.1.0

TopMark 2.1.0 expands registry discovery with compact identity and activation-policy queries for file types, processors, and bindings. These queries provide consistent TEXT, Markdown, JSON, and NDJSON output, making both automation and interactive inspection more expressive.

This release also improves contributor validation and documentation tooling while preserving compatibility with the TopMark 2.x public API and CLI contracts.
