Performance Improvements

• animation: a loop stops while everything it can draw is out of sight, scrolled out of its pane, clipped away by a box above it or outside the window, and runs again from the top when it comes back, where twenty indeterminate bars scrolled out of a list kept 75 frames and 75 layout passes a second going on macOS (#847) (988f7fe)
• cocoa: a loop on a row of a list runs in the render server, its layer cut to the list's box and the scrollbar's thumb lifted above it, and a loop the clock runs is offered again once the scene would take it, where it is in its cycle, where every row under the bar's track or half out of the list, and every loop turned down once, ran on the clock at the display's rate (#848) (5c45634)
