Update secp256k1 to 0.31 and rand 0.9 #88

the rand 0.9 was rolled out a few months ago and secp256k1 0.31 is now using rand 0.9
a lot of other deps already adapted rand 0.9 making dep management a bit more challenging.
it would require a new minor enr release
