Update Cucumber (testing library) from version 5 to 6
This seems to line up with AWS's expectations (such as articulated in
the NoSQL Workbench for Amazon DynamoDB defaults).

Specify Serverless Framework version during CI/CD, to fix builds

Add more documentation for how to run this locally (for development, etc.)
I haven't tested this yet, either before or after, but we made this same
change in the commands our CI/CD process uses because that's the version
of the Serverless Framework that our code currently uses.
