A cleanup release: less duplication, less dead config, and nothing that breaks.

What changes in your project

• hygiene.yml is now checks.yml. Job names are unchanged, so required status
  checks still match.
• .tombi.toml replaces .taplo.toml, because tombi replaced taplo as the TOML
  formatter.
• Coverage recipes print a summary only. just py-cov and just ts-cov no longer
  write coverage.xml or coverage/lcov.info.
• Removed: the pull request template, and the unused knip script
  (pnpm run check still runs knip).

Upgrading from v0.6.0

1. Run copier update.
2. If something uploads coverage reports, add the reporter flag back to just py-cov
   or just ts-cov.
