[Docs] Cloud feature matrix

We need a page showing features supported on each cloud. Example features: opening ports, stopping clusters, run docker runtime, support for custom images (incl. docker)

This matrix should also document the default dependencies available on the default image used by SkyPilot (CUDA version, ubuntu/debian version).
