Starclock 0.2.0

Adds archive, paused restoration, and confirmed plan deletion. Deletion retains run receipts and campaign ownership without deleting MailPoet templates, campaigns, lists, or contacts. Archive and deletion remain incomplete while an owned MailPoet batch is running or a handoff is unresolved. Three exact compatibility combinations passed 124 assertions each, concurrent ticks and archive races, and safe test closeout. The same package passed local demo installation, activation and native desktop/mobile checks. See docs/verification.md for versions and limits.
