TODO When updating

• Run composer recipes:install smartbooster/standard-bundle --reset --force to pick up the updated phpstan.neon and make/qualimetry.mk
  (the set of copied files is unchanged, so there is no new dotted manifest)
• If the project overrides the PHPStan level, set it in phpstan.neon (parameters.level) : the make commands no longer pass --level
  and a level given on the command line is not seen by the phpstan.level rule

Added

• docs/rules.md : the infra.mysql-version rule (MYSQL_VERSION in .env, patch included, the value
  given to doctrine.dbal.server_version), and the .env as the source of the production versions
• docs/rules.md : the PHP code quality rules checked by Smart App : phpstan.baseline,
  phpstan.extensions, phpstan.disallowed-calls,
  psalm.taint, php.cs-fixer, symfony.lints
  and php.composer-check, and the new info status (a figure to follow, nothing to fix : the debt of
  a baseline or of the disabled php-cs-fixer rules). The rules about the CI read .gitlab-ci.yml and the make targets it calls, without running anything

Changed

• phpstan.neon : declares level: 10 in parameters
• make/qualimetry.mk : phpstan and phpstan-generate-baseline no longer pass --level=10, the level is read from phpstan.neon
• CLAUDE.md, docs/phpstan.md : PHPStan command and level documentation aligned on the above
