Reserved Capacity Support

Adds the following commands for support Reserved Capacity

slcli vs capacity
Usage: slcli vs capacity [OPTIONS] COMMAND [ARGS]...

  Base command for all capacity related concerns

Options:
  -h, --help  Show this message and exit.

Commands:
  create          Create a Reserved Capacity instance.
  create_guest    Allows for creating a virtual guest in a...
  create_options  List options for creating Reserved Capacity
  detail          Reserved Capacity Group details.
  list            List Reserved Capacity groups.

I found some issues, it doesn't support the creation of monthly capacity groups and I couldn't create a guest since it seems the locationDiskFlag is always true.
