[swss-common] update submodule for sonic-swss-common

update multiDB changes in sonic-swss-common, including:

• [MultiDB]: install default db config file when installing swsscommon lib if there is no one (Apply buffer/qos configuration for mlnx platform #321)
• [MultiDB]: throwing exception when database_config.json doesn't exist (dockers/docker-snmp-sv2/config.sh still references deprecated alias_map.json file #319)
• Add source-code annotation language (SAL) header (Fix the reference in docker-snmp-sv2 to deprecated alias_map.json #320)
• Revert "[MultiDB]: apply new APIs in libswsscommon (Consolidate device-specific files; install as a Debian package #316)" (ingrasys-s9100: Add ingrasys switch s9100 #318)
• [MultiDB]: apply new APIs in libswsscommon (Consolidate device-specific files; install as a Debian package #316)
• PVSTP feature config db schema (Move template files to /usr/share/sonic/templates #305)

The swss-common submodule needs to updated mentioned in this PR first and then we can go ahead and submit/update sairedis codes changes since sairedis needs the swss-common codes changes. Otherwise building multiDB modified sairedis codes will hit error.
