Issue tracker settings can not save

My phenomenon is similar to this issue #1725

The issue tracker settings cannot be saved in the sourcegit.issuetracker file, and even if I manually modify this file, the corresponding configuration cannot be loaded when SourceGit starts.

When I use git config list --local , I find that their values are always the default values.

The local (private) issue tracker rules are now saved into default $GIT_DIR/config instead of $GIT_DIR/sourcegit.issuetracker

When I modified the configuration, the content of the $GIT_DIR/config file did not update, and I think this is where the problem lies.
