The "Better CGI Support" Version

Bug fix---handle bad CGI requests a bit better.

The CGI structure how contains a status value, which will be HTTP_OKAY for success and some other HTTP appropriate status for errors (mostly server and client errors). The actual API has not changed, just some semantic information being returned, so I'm just bumping the minor version number of the library for this change.
